Signing of Memorandum of Understanding (MoU) between Municipal Council, Batticaloa and UNICEF Sri Lanka


On 9th Sep, 2020 the Batticaloa Municipal Council and UNICEF Sri Lanka marked a significant milestone, signing a Memorandum of Understanding to help make Batticaloa the first Child-Friendly city in the Country and in South Asian region.

The MoU marks the latest stage in Batticaloa Municipality’s journey to become the first municipality in Sri Lanka that is committed to ensuring that the voices, needs, priorities and rights of children are an integral part of public policies, programs and decisions as guided by the convention on the rights of the child (CRC) are being met.

Mr.Tim Sutton, Representative of UNICEF Sri Lanka and Honorable Mr.Saravanapavan, Mayor of Batticaloa MC signed the MOU.

The event is witnessed by the Commissioner of the local government, Mr.Mannivannan and other key stakeholders in the district. The event was took place at the Town Hall of Municipality with the participation of major stakeholders viz., Hon. Councilors of Municipality, Dr. Gadambanathan, Consultant Psychiatrist, Teaching Hospital, Batticaloa, Eng. Sasinanthan, Road Development Authority, Batticaloa, Dr. Girisuthan, MOH, Batticaloa and other distinguish guests. Signing of MoU between the two parties was pave the path to ensure all activities in the Municipality would take the child rights into consideration in all aspect and ensure that the Municipality environment is more convenient and conducive for the children and finally for all.

The second batch of disinfectant materials for COVID-19 was handed over

 


The second batch of disinfectant materials viz., Sodium Hypochlorite 1%Non-Contact Infrared Thermometer and Hand Sanitizer as to response to the Covid19 pandemic have been handed over by UNDP to be distributed among the Local Authorities in the Eastern Province. The department has taken action to distribute and dispatch those items to use at the LA level to combat the corona virus. The items were directly handed over to each Municipal Councils in the province and the balances have been handed over to ACLGs of three districts to be distributed among the Local Authorities located in each districts. It is sure that this assistance would help the Local Authorities to response against the spread of Corona Vires in the region.

Selection of New Chairmen for Sammanthura and Navithanveli Pradeshiya Shabas


 

The new chairmen for Sammanthurai Pradeshiya Shaba and Navithanveli Pradeshiya Shaba have been selected on 02.09.2020 at 10.00 a.m. and 2.00 p.m. respectively at the special meeting called by N. Manivannan, Commissioner of Local Government, Eastern Province as to fill the vacancies arose due to the tendered of resignation letters of the existed chairmen of the respective Shabas.

As per the Local Authorities Elections (Amendment) Act No. 22 of 2012, the Commissioner of Local Government, Eastern Province has published the Gazette notification dated 17.08.2020 with the No. 2189/6 and tri-lingual newspaper advertisement on 19.08.2020 to inform the councilors to present for the selection meeting of new chairman. Furthermore, individual invitation letters to each councilor were dispatched by the registered post and conducted the election on 02.09.2020 at 10.00 am at Sammanthurai Pradeshiya Shaba and at 2.00 p.m at Navithanveli Pradeshiya Shaba with the Chairmanship of N. Manivannan, Commissioner of Local Government, Eastern Province. Hence, Hon. A.M.M. Naoshaad and Hon. Amarathasa Anantha have been elected as new chairman for the Sammanthurai and Navithanveli Pradeshiya Shabas respectively. The actions have been taken to gazette the names of the new Chairman.

Digital based Training of Enumerators for Capacity Needs Assessment in Local Authorities

 



As part of the Capacity Building component in the LDSP Project, The Asia Foundation as a strategic partner of UNDP and the Department of Local Government, Eastern Province in the LDSP Project has conducted a training program to the selected enumerators from the Local Government Sector at the GGRC Centre at ACLG Office, Trincomalee on 2020.06.29.

The welcome address and the opening remarks were delivered by N. Manivannan, Commissioner of Local Government, Eastern Province and insisted the important of the training session as well as the methodology planned to adopt to collect the information from the identified stakeholders/respondents. The respondents would be answers to the pretested questions in the 9 organizational domains and 53 sub-domains including Strategic position of the LA, Structure of the LA, Division of labour within the LA, Functions of the LA, LA Processes and Procedures, Resources of the LA, Achievements – Outputs of the LA, Technology and Innovations of the LA and Resilience Planning and Response Preparedness. The results of the need analysis would be used to plan the future capacity needs of the local authorities including politicians and all categories of the human resources of the Local Authorities.
