Signing of MoU for Construction and Operation of a Solid Waste Management Project at Ashraff Nagar, Addalachenai


For the Construction and operation of a Solid Waste Management project at Ashraff Nagar, Addalachenai, the Addalachenai Pradeshiya Shaba has signed an agreement with Lanka Bio-Gas Oluvil (Private) limited on 2020.09.29 at 11.00 a.m. at the Addalachenai Pradeshiya Shaba premises.

This agreement became as the Public-Private Partnership (PPP) for twenty years between those two institutions with the concept of “Zero” landfill for Municipal Solid Waste including slaughter waste, poultry waste, fishery waste, agriculture waste and sewerage which will be converted into organic fertilizer, Pyrolysis oil/Bio Fuel, Energy, Refuse Derived Fuel (RDF) and Solar power facilitated venture. With the approval of the Hon. Governor of Eastern Province, the land area of 5 acres at the present dumping site is allotted to this project. The non-degradable waste except metal and concrete would be used for this project, whereas the existing Kawashima plant would be feed with the degradable waste. The Lanka Bi0-Gas Oluvil Company will take action to construct and fix the required machineries to start the above project and PS would extend its support to execute the project. As the present dumping site is used as cluster based site among the neighboring Local Authorities, implementing of this project would be enhance the waste handing capacities of the LAs and as well as increase their revenue as the profit would be shared among the LAs. As the present dumping site is much vulnerable for environmental degradation, this project would address those issues and provide sustainable solutions.

LoA on CDLG Project signed between UNDP and EPC


Letter of Agreement between The United Nations Development Programme (UNDP) and Eastern Provincial Council (EPC) on the implementation of “Capacity Development of Local Government Authorities in Eastern Province” (CDLG) has been signed on 23.09.2020 by Mr. Thusitha P. Wanigasinghe, the Chief Secretary of EPC and Mr. Robert Juhkam, Resident Representation of UNDP at the Chief Secretary Secretariat.   Mr. Shamir Shalih, Project Coordinator, UNDP and Mr. N. Manivannan, CLG – EP also were attended the event.

Capacity Development of Local Governance project (CDLG) project of UNDP is part of the European Union’s Strengthening Transformation, Reconciliation and Inclusive Democratic Engagement (STRIDE) Programme.   The project is supported by the European Union through UNDP to strengthen the local governance system in Sri Lanka. The CDLG project will be implemented in four provinces – North, North Central, Eastern and Uva, with the overall objective of strengthening the capacities of Local Authorities (LAs) to be inclusive, responsive, and accountable and be able to plan, enhance resilience and deliver better services, alongside with the Local Development Support Project (LDSP).   UNDP will implement the project with the partnership of the Eastern Provincial council in 45 local authorities in the Eastern Province.

Child Friendly City (CFC) initiative awareness program for Local Authorities in Batticaloa District


Department of Local Government with the support of UNICEF and SERI (Partner organization of UNCEIF) has conducted an awareness program to all the Chairmen and Secretaries of the Local Authorities of Batticaloa District on 2020.09.22 at 9:30 at the Good Governance Resource Centre, Batticaloa.

The importance and the steps need to be taken by the Local Authorities were discussed at this program. The Officers who had visited South Korea last year with the assistance of UNICEF, Batticaloa for an exposure on the Child Friendly City Initiatives in South Korea has shared their experiences with the participants. In addition, as Batticaloa Municipality has lead in the CFC initiatives in the Eastern Province, Mr. Siththiravel, Commissioner of Municipal Council of Batticaloa has shared his experiences on how the Municipality has took steps to practice the CLC concepts in Municipality area. The participants were taken for a short exposure with in the Municipality area to have an idea how the preliminary steps could be taken by the Local Authorities to practice the CFC initiatives in their respective Local Authority boundaries.

Certificate Ceremony of Manmunai (Arayampathi) Pradeshiya Shaba


The students, after successfully completing the training on Information Technology and Nursing Assistant courses conducted by the Vocational Institute of Manmunai Pradeshiya Shaba, have honored with the certificate on 2020.09.24 at the Cultural Hall of Manmunai Pradeshiya Shaba.

The ceremony was headed by the Hon. Chairman of Manmunai Pradesiya Shaba whereas Mr. U.L.A. Azzez, Secretary of Chief Ministry and Local Government, Eastern Province and Mr. N. Manivannan, Commissioner of Local Government, Eastern Province has been participated as the Chief Guests for the ceremony. Local Heads of Education, Health and other institutions were invited for the function. Chairmen of all Pradeshiya Shabas in the Batticaloa Districts, Commissioner of Municipal Council and Assistance Commissioner of Local Government (ACLG), Batticaloa district also invited and participated as special guests for the function. It is an unique ceremony as out of 45 Local Authorities in the Eastern Province, Manmunai PS is one of the prominent PSs which provide NVQ level certificate for the participants with the approval and signature of the Territory and Vocational Education Authority.

Nearly 500 students and now undergoing for the trainings in the Vocational Institution of Manmunai PS, Whereas government officers from various sector including PS also got chances to undergo for specific IT courses for the government sector employees. Another remarkable point is that the students who successfully completed the Nursing Assistant Training Course at this institute would get immediate jobs in the private hospitals operating in Batticaloa district, which create more demand for this course.

Signing of Memorandum of Understanding (MoU) between Municipal Council, Batticaloa and UNICEF Sri Lanka


On 9th Sep, 2020 the Batticaloa Municipal Council and UNICEF Sri Lanka marked a significant milestone, signing a Memorandum of Understanding to help make Batticaloa the first Child-Friendly city in the Country and in South Asian region.

The MoU marks the latest stage in Batticaloa Municipality’s journey to become the first municipality in Sri Lanka that is committed to ensuring that the voices, needs, priorities and rights of children are an integral part of public policies, programs and decisions as guided by the convention on the rights of the child (CRC) are being met.

Mr.Tim Sutton, Representative of UNICEF Sri Lanka and Honorable Mr.Saravanapavan, Mayor of Batticaloa MC signed the MOU.

The event is witnessed by the Commissioner of the local government, Mr.Mannivannan and other key stakeholders in the district. The event was took place at the Town Hall of Municipality with the participation of major stakeholders viz., Hon. Councilors of Municipality, Dr. Gadambanathan, Consultant Psychiatrist, Teaching Hospital, Batticaloa, Eng. Sasinanthan, Road Development Authority, Batticaloa, Dr. Girisuthan, MOH, Batticaloa and other distinguish guests. Signing of MoU between the two parties was pave the path to ensure all activities in the Municipality would take the child rights into consideration in all aspect and ensure that the Municipality environment is more convenient and conducive for the children and finally for all.

The second batch of disinfectant materials for COVID-19 was handed over

 


The second batch of disinfectant materials viz., Sodium Hypochlorite 1%Non-Contact Infrared Thermometer and Hand Sanitizer as to response to the Covid19 pandemic have been handed over by UNDP to be distributed among the Local Authorities in the Eastern Province. The department has taken action to distribute and dispatch those items to use at the LA level to combat the corona virus. The items were directly handed over to each Municipal Councils in the province and the balances have been handed over to ACLGs of three districts to be distributed among the Local Authorities located in each districts. It is sure that this assistance would help the Local Authorities to response against the spread of Corona Vires in the region.

Selection of New Chairmen for Sammanthura and Navithanveli Pradeshiya Shabas


 

The new chairmen for Sammanthurai Pradeshiya Shaba and Navithanveli Pradeshiya Shaba have been selected on 02.09.2020 at 10.00 a.m. and 2.00 p.m. respectively at the special meeting called by N. Manivannan, Commissioner of Local Government, Eastern Province as to fill the vacancies arose due to the tendered of resignation letters of the existed chairmen of the respective Shabas.

As per the Local Authorities Elections (Amendment) Act No. 22 of 2012, the Commissioner of Local Government, Eastern Province has published the Gazette notification dated 17.08.2020 with the No. 2189/6 and tri-lingual newspaper advertisement on 19.08.2020 to inform the councilors to present for the selection meeting of new chairman. Furthermore, individual invitation letters to each councilor were dispatched by the registered post and conducted the election on 02.09.2020 at 10.00 am at Sammanthurai Pradeshiya Shaba and at 2.00 p.m at Navithanveli Pradeshiya Shaba with the Chairmanship of N. Manivannan, Commissioner of Local Government, Eastern Province. Hence, Hon. A.M.M. Naoshaad and Hon. Amarathasa Anantha have been elected as new chairman for the Sammanthurai and Navithanveli Pradeshiya Shabas respectively. The actions have been taken to gazette the names of the new Chairman.

Digital based Training of Enumerators for Capacity Needs Assessment in Local Authorities

 



As part of the Capacity Building component in the LDSP Project, The Asia Foundation as a strategic partner of UNDP and the Department of Local Government, Eastern Province in the LDSP Project has conducted a training program to the selected enumerators from the Local Government Sector at the GGRC Centre at ACLG Office, Trincomalee on 2020.06.29.

The welcome address and the opening remarks were delivered by N. Manivannan, Commissioner of Local Government, Eastern Province and insisted the important of the training session as well as the methodology planned to adopt to collect the information from the identified stakeholders/respondents. The respondents would be answers to the pretested questions in the 9 organizational domains and 53 sub-domains including Strategic position of the LA, Structure of the LA, Division of labour within the LA, Functions of the LA, LA Processes and Procedures, Resources of the LA, Achievements – Outputs of the LA, Technology and Innovations of the LA and Resilience Planning and Response Preparedness. The results of the need analysis would be used to plan the future capacity needs of the local authorities including politicians and all categories of the human resources of the Local Authorities.

 The new chairmen to the Thambalakamam Pradeshiya Shaba and Alayadivembu Pradeshiya Shaba have been selected on 20.07.2020 and 21.07.2020 respectively at the special meeting called by N. Manivannan, Commissioner of Local Government, Eastern Province as to fill the vacancies arose due to the tendered of resignation letters of the existed chairmen of the respective Shabas. Furthermore, individual invitation letters to each councilor were dispatched by the registered post and conducted the election on 20.07.2020 at 10.00 am at Thambalakakam Pradeshiya Shaba and 21.07.2020 at 2.00 p.m at Alayadivembu Pradeshiya Shaba with the Chiairmanship of N. Manivannan, Commissioner of Local Government, Eastern Province. Hence, at the end of the meeting, Hon. H. Thalif Ali has been selected as the Chairman for the Thambalakamam Pradeshiya Shaba whereas Hon. Thangaiya Kirojatharan has been selected as the Chairman to the Alayadivembu Pradeshiya Shaba.

Commencement of Compost making plant at Addalachenai Solid Waste Management site



The opening ceremony of the Compost making Plant viz, KAWASHIMA has been declared opened by Hon. Governor of Eastern Province, Anuradha Yahampath on 2020.07.13 at Addalachenai Solid Waste Management site at Ashruf Nagar with the Participation of Mr. Thusitha P. Wanagasinghe, Chief Secretary of Eastern Province, Mr. U.L.A. Azeez, Secretary to the Chief Ministry and Local Government of Eastern Province, Mr. Velmanikkam. Deputy Chief Secretary (Engineering Services), Eastern Province Mr. N. Manivannan, Commissioner of Local Government, Eastern Province, Mr. Madawela, Director of Solid Waste Management Centre, Ministry of Public Administration, Home Affairs and Provincial Councils and Local Government, and other officers represented from the Provincial Council and Local Authorities.
The ceremony was organized by the Chairman and Secretary of Addalachenai Pradeshiya Shaba with the support of surrounding Local Authorities who are the cluster partners of this project.  The machinery and other logistic arrangements including fixing of Kawashima machine and other equipment were given by the Solid Waste Management Centre from Colombo. The capacity of the plant to handle the waste is around 50 ton degradable waste per day. The cluster LAs will assure the supply of segregated degradable waste every day to feed to the plant and ensure the continuous operation of the plant.   Addalachenai PS is responsible for the management and marketing of the Compost produce by this plant.  The required training for the operation and maintenance of the plant has been given by the Solid Waste Management Centre with the support of the supplier of the plant.  The efficient operation of this plant will short out and minimize the solid waste issues facing by the Local Authorities and strengthen the process of segregation of waste at the source of waste generation.

The official ceremony of handing over of COVID-19 Personal Protective Equipments was held


The official ceremony of handing over of Personal Protective Equipment (PPEs) including Safety coverall, Disinfectant liquid, and other materials to the Department of Local Government, Eastern Province to protect the areas coming under the purview of the Local Authorities from the spread of COVID 19 pandemic, was held with the arrangements of Commissioner of Local Government, EPC, Mr. N. Manivannan on 2020.07.06, Monday at 10.00 at the conference hall of the Chief Secretary Secretariat, Eastern Province.   The sponsorship was extended by the UNDP with the assistance of the European Union as an Emergency response to combat against the Corona Virus in the Eastern Province. The event was headed by Mr. Thusitha P. Wanigasinghe, the Chief Secretary of the Eastern Province with the participation of Deputy Chief Secretaries of the Eastern Provincial Council, Municipal Commissioners of Batticaloa, Akkaraipattu and Kalmunai, Assistant Commissioners of Local Government from Trincomalee, Batticaloa, and Ampara, Staff officers from the Department of Local Government and other staffs. Furthermore, Mr.Robert Juhkam - Resident Representative (RR), Mr.Navaneethan Vijayakumar – Project Manager of CDLG project, Mr.Shamir Shalih – CDLG project Coordinator for Eastern and Mr. Kulasegaram Partheepan – Field Project Specialist from the UNDP have participated as the special invitees.
